SCHOOL SITE ESTABLISHMENT AND OWNERSHIP

The School is located at Barangay Tabon, the Barangay where, PAPER INDUSTRIES CORPORATION OF THE PHILIPPINES (PICOP), the biggest paper mill in Southeast Asia was established. This largest paper mill was adversely affected by the economic recession experienced globally, struggled to hold on to its operations and finally closed down in 2009.

The school TMENHS has two (2) school sites, the main campus is located on a hilly terrain at Sugala Street, with an area of 4,403 sq. meters acquired through donation from Ernesto Estrella with Tax Declaration no. 06 – 02 – 0023 – 04075 and the Extension Campus at the Waray-Waray Street, with a total school land area of 2, 219 sq. meters with Tax Declaration nos. 06 – 01015, 06 – 2 – 01016, 06 – 02 – 0023 – 01009, and 06 – 02 – 0023 – 01008.  The school site at Waray waray campus is flat in topography and was a property of the Gumatas, Reyes and Banug families. It was acquired by Tabon M. Estrella National High School through PURCHASE by the CPTA in installment basis.  The first installment was in 1987, and was fully paid in 1996.

The first two buildings constructed in 1987, at the Waray-waray area were four-room Imelda type building with a total floor area of 224 square meters, costing Php2.8 million funded by the CDF of the late former Congressman Ernesto T. Estrella Sr.  The next three buildings constructed in 1989 were an FVR-type building having a total floor area of 392 square meters with 8 classrooms, costing a total of Php4.8M.  Through the initiative of the administration, an office with floor area of 355 square meters was constructed out of donations, in 1998.

In December 14, 2006, a 647 square meters lot was bought by the Local Government Unit through Mayor Alberto M. Tan, in the amount of Php414, 080.00.  This lot is a proposed site for a 2-storey-10 classroom building to be constructed by SEDIP in early 2007. However, based on the findings of the geologist from SEDIP through soil test, fifteen (15) meters deep down this school site is water, and therefore will not provide a good foundation and hence, will not warrant for construction of two storey building.  So, the proposed 2 storey – 10 classroom building was not realized, and a one storey, five classroom building was designed instead.

Aside from the one-storey 5 classroom at Waray Campus, the school were then given a completed SEDIP building, 3 storey, 10 classroom building with Guidance office, Faculty room, Science Laboratory, Technology and Home Economics, Administrative office, Comfort rooms and Water Tank and the repaired 2-storey-2 classroom building with toilets.  The repair of the Proposed Speech Laboratory room is completed with a Principal-Led appropriation of Php 520,000.00 from DepEd.
